Why this project?

The Customs Union is one of the pillars of the EAC integration process. KRA’s role in the EAC Customs Union is to manage operations with less paperwork and provide faster clearance. Kenya’s current Customs Management System (CMS) dubbed SIMBA has a core customs management system with most of the basic modules and another 14 subsystems interfaced with the core system. This kind of system architecture means there are multiple points of authentication for users and multiple points of system failure. The system currently experiences downtime of 11 hours a week due to outdated hardware and software. This causes congestion at the port, borders and warehouses. Furthermore, for information sharing with other Revenue Authorities and the National Single Window it will require a modern CMS. There is also need to automate manual operations for Manufacture under Bond, Export Processing Zones and Duty Free items management

What:

KRA seeks to improve Kenya’s customs processes and procedures to allow for less paperwork and thus faster clearance, to save not only money but also time in business transactions.

How:

TMEA is providing funding and technical support in several areas that the authority has identified where improvements can be made to increase efficiency in trade facilitation and improve working conditions.
